Assistant Coordinator – Finance & Accounts (Treasury Operation)

Job Context

Transparency International Bangladesh (TIB) is inviting applications from Bangladeshi nationals for the position of Assistant Coordinator – Finance & Accounts (Treasury Operation), to be recruited for its project titled, Participatory Action against Corruption: Towards Transparency and Accountability (PACTA) (upto December 2026). Upon joining, the incumbent will be regarded as a member of the team for TIB’s core project and will remain reportable to the Deputy Coordinator – Finance & Accounts (Treasury Operation).


Responsibilities

• Ensure necessary deduction of VAT and Tax according to govt. rules, prepare A-Challan, and deposit to govt. exchequer on time. Ensure ETDS, TDS collection Monitoring System, Online VAT services reporting in favor of TIB on a regular basis and preserve reports with documents systematically.
• Assist in filing and reporting different periodic organizational tax return, preparation of TDS/withholding tax, & VAT return and cooperating in communication/ with NBR and NGOAB Tax and VAT related activities. Draft letter and necessary statement on tax and VAT related issues to share with supervisor as well as to attend hearing with documentation when required.
• Maintain Tax/VAT registers and collect Tax/VAT challan for vendors/service providers/staff, etc. to provide challan copies and certificates.
• Review vendor/service providers’ bills, travel advances, travel reimbursements, petty bills, and payment requests of allowances/remunerations to short-term staff;
• Record expenditures/payments under appropriate budget heads/accounts in the ERP (accounting) system;
• Process payments by online transfer/BEFTN/cheques/cash/MFS portal and take approval in vouchers and other relevant documents from appropriate authority in compliance with policies and procedures;
• Deliver cheques to vendors’/service providers, collect receipts of acknowledgement in applicable cases;
• Receive cash/cheques from staff and from other relevant sources. Deposit cash/cheques to bank accounts and record bank or cash receipt in the ERP system;
• Handle petty cash, maintain daily petty cash holding limit and prepare petty cash reports with balance denomination at the end of each day;
• Preparation and submission of bank C form, fund clearance letter to ensure deposit of donor fund in time.
• Preserve vouchers in a systematic way and maintain an efficient filing system for ensuring Completeness, Accuracy and Compliance;
• Arrange foreign currency for foreign travel of staff, reimburse foreign travel expense to staff and process of claim of foreign travel costs reimbursement from the organizers/sponsors in applicable cases;
• Prepare Advance Schedule and Payable Schedule at the end of each month, take steps to adjust advance within the stipulated time;
• Assist internal and external audit teams and other reviewers in conducting audits and reviews, especially by providing vouchers, answering queries etc., and implement recommendations of auditors and other reviewers;
• Perform any other tasks assigned by the management and/or supervisor.

Special Instruction


Academic Qualification

At least 4 years of work experience in Finance and Accounts in a renowned national/international organization; Working experience in VAT, Tax unit of any renowned organization and/or on VAT Coupon of USAID project will be given preference.
Candidates with a third division or a GPA below 2 in SSC/HSC or a CGPA below 2.5 as applicable, need not apply;

Other Qualification

Proven experience of handling and monitoring Finance and Accounts functions of donor- funded project implementation;
Applicants should have skills on inspirational teamwork, task assignment and task- delivery tracking;
Applicants must have excellent interpersonal and communication skills both oral and written, in Bangla and English;

Additional Requirement

Proven knowledge and firsthand experience of compliance of relevant Government Rules and Regulations as well as International Financial Reporting Standards/ Bangladesh Financial Reporting Standard (IFRS/BFRS) etc;
Sound computer skills, especially competencies in IT-based accounting methods including ERP software operation; good word processing skills in both Bangla and English, good command on the use of spreadsheet (Excel) and MS Power Point; and
Experience of working in organizations in the field of governance/anti-corruption shall be considered as an added advantage.
