Coordinator (Environment & Climate Finance)

Job Context

Transparency International Bangladesh (TIB) is inviting applications from Bangladeshi nationals for the position of Coordinator (Environment & Climate Finance), to be recruited for a project titled, Promoting Integrity in Solid Waste Management and Climate Finance in Bangladesh. The Coordinator-ECF is expected to join in July 2024 and serve until June 2027, renewable subject to extension of the project and mutual agreement. The incumbent will be based in Dhaka, subject to field work.
Project objectives in brief: The project objective is to increase demand for greater transparency, accountability and integrity in climate finance for a sustainable environment with a special focus on waste management. To this end, project activities will include evidence-based research, policy advocacy, capacity building, campaigns, and awareness-raising.


Responsibilities

- Overall planning, designing, coordinating and implementing the project, specifically developing operational plans, coordination and implementation of project activities including meetings, workshops, capacity building training, dialogues, and campaigns engaging relevant actors and decision-makers in coordination with TIB stakeholders, where appropriate.
- Lead and guide national, regional, and international initiatives on climate finance governance.
- Lead the design, planning and management of research, programme and advocacy activities of the project.
- Develop research concept notes on governance issues in sustainable environment management especially in waste management and climate finance.
- Conduct/outsource/support and ensure delivery of the research items stipulated under the the project, considering global and national climate pledges and progress in collaboration with the Research and Policy division of TIB, where appropriate.
- Lead capacity-building initiatives, campaigns and awareness-raising activities to enhance demand for good governance and integrity in environment and climate finance.
- Plan, design and implement capacity and knowledge development activities of relevant stakeholders in coordination with concerned divisions of TIB, where appropriate.
- Lead the preparation of periodic work plans, preparation and monitoring of the implementation of the project budget and expenses of the programme events/activities consistent with the expected results.

- Represent TIB at relevant high-level forums and engage in advocacy and communication with key stakeholders.
- Explore avenues to foster strategic engagement and partnerships with relevant government authorities/ other entities/ organisations/ stakeholders.
- Establish linkages and networks and maintain liaison with relevant stakeholders and actors in environment and climate finance and utilise communication, outreach and civic engagement opportunities to promote integrity in these sectors.
- Lead and ensure periodic reporting and liaison on project implementation to the funding authorities, and NGO Affairs Bureau (NGOAB).
- Manage budget and resource allocation for smooth implementation of the project.
- Undertake project–related field visits out of Dhaka as and when necessary.
- Lead, oversee and ensure the day-to-day operations and delivery of the project outcome through monitoring, evaluation and learning in collaboration with MEAL, MIS, internal audit, HROD and other management support units as well as relevant core programme streams of TIB.
- Supervise and manage project staff, including performance evaluation, development of operational work plans and troubleshooting as and where appropriate.
- Perform any other tasks assigned by TIB management.

Special Instruction


Academic Qualification

- Applicants must have a Master’s degree with Honours in a relevant field (Environment, Economics, Development Studies, Geography and Environment, Climate Change, Governance and Public Policy, Sociology, Public Administration, Law, and Statistics or any other related subject). Candidates having experience or understanding on governance, anti-corruption and integrity in general and environment and climate change in particular will have advantage.
- Candidates with a third division or a GPA below 2 in SSC/HSC or a CGPA below 2.5 as applicable, are not considered to meet the necessary requirements.

Other Qualification

- Proven expertise in conducting and coordinating independent research, and research-based stakeholder outreach and advocacy as well as civic engagement.
- Experience in budgeting, donor and other stakeholder reporting and resource mobilisation in close collaboration with donor and relevant stakeholders.
- Expertise and experience in social mobilisation, participatory campaigns on governance and anti-corruption will be an added advantage.
- Integrity, team building and due regard to professionalism are some core attributes which the candidate needs to possess.

- Excellent communication and interpersonal skills, in both Bangla and English and teamwork & leadership qualities.
- Sound computer skills for quantitative data processing and analysis as well as good word processing skills in both Bangla and English, good command of the use of MS Word, PowerPoint, Excel, etc.
- Skills and capacity in terms of leadership, supervision, multi-tasking, communication, staff management, problem solving and grievance redress..
- Must be comfortable working with people of diverse age groups having different social, gender, ethnic, religious, economic and professional identities.
- Strong organisational and time management skills and ability to work under pressure and meet deadlines.
- Self-motivation and orientation towards set goals, demonstrating accountability, initiative, creativity and focus in a rapidly changing and intellectually stimulating environment.
